Jim was elected President of the RSL Woden Valley Sub-Branch in 2014. He was Deputy President of ACT Branch from 2015-2017. Having served on the RSL's National Veterans Affairs Committee since August 2013, Jim was appointed as Chairman of the National Veterans Affairs Committee in March 2017. 

Jim transferred to the Regular Army in 1972 from the Citizen Military Forces (now Army Reserve) having served with the University of NSW Regiment and 1st Commando Company. He graduated from the first OCS course to be conducted at the Officer Training Unit, Scheyville, and served in the RAAMC in a variety of regimental, training and staff appointments until his discharge in 1998. Jim became an external training provider in the Military Training Wing at ADFA, managing the Military Communications Program and personal development courses. He consulted on several Defence projects, including two years on contract to Unisys providing regional IT service support. As a consultant, Jim reported on Defence recruiting, capability requirements for deployable health support, including command and control, hearing loss and issues relating to privatising Defence support and services.
